2e510b9851 feat(caddy): expose miccheck-qa admin/api on local domains
Joins caddy to miccheck-qa-net so it can reverse-proxy to the
admin/api containers by name. Uses self-signed internal TLS since
miccheck-qa.com is a local-only hosts-file domain, not a real zone.

93e6f0bd2b feat(runner): add docker CLI to act_runner image for host-exec labels
qa/self-hosted labels run jobs directly in the runner container (Alpine),
which lacked a docker client despite the mounted host socket.

5dc033230d feat(runner): add Gitea act_runner docker setup
Compose service registers against git.wampler.us via act_runner,
mounts docker.sock for job execution. Secrets and runtime state
(.env, data/) kept out of git.
